Why won't the display on my Pioneer DEH-P9800BT cd player dim when I turn on the lights?

The head unit stock dimmed when I turned on the lights, and according to the manual for the Pioneer, it is expected and Sun. AFAIK, the only thread that is not plugged into the beam of a wired remote.
It is installed in a Dodge Intrepid 2000.
There should be a thread on the CD labeled "enlightenment" or something similar. Make sure that is properly connected (refer to www.the12volt.com for wiring diagrams). If this does not work or the wiring is correct, consult the manual and look for a setting that lets you change the lighting, as it may be set correctly to work.

How do i switch radio frequencies from usa to europe on my pioneer deh-p9800bt?

It's an in-dash car audio system ...
most likely they are not compatible. I haven't been to Europe in a few years but it has to do with the digital tuners not dialing in on the exact frequecies the radio stations broadcast on.
